UK Emergency Budget – Offshore implications
Capital Gains Tax increased to 28% was much lower than market expectations.  Some Insurers
have argued that the 10% CGT increase makes on and offshore bonds very competitive.
No review on non-domiciles but noted that it would take place in the future.
Chancellor Osborne said the government may create a General Anti-Avoidance Rule as well
as allowing inheritance tax on trusts within the disclosure of Tax Avoidance Schemes regime.

Panama to Sign Double Tax Treaty with Luxembourg
Negotiations between Luxembourg and Panama have closed and Luxembourg will become one
of eight other nations (Mexico, Barbados and Italy among them) with which Panama has had successful
negotiations which they hope will one day have them removed from the OECD grey list.
They have reportedly arranged negotiations with Portugal, Singapore, Korea, Ireland and the Czech Rep.

Foreign Office increases legalisation fees

The FCO will increase Apostille Fees as of the 1st May 2010.

WCA as a measure of goodwill to our clients will absorb this increase until the 1st July 2010 whereby the fees will be introduced into our legalisation fees. Please note the increase will only be applied to the FCO disbursement and not to our fees which will remain the same.
